Europe's best-kept secret for Indian students isn't a single country — it's that several of its strongest education systems charge little to no tuition at public universities, even for international students.
Germany remains the standout: most public universities charge only a modest semester contribution, with the degree itself free, provided you can demonstrate the blocked-account funds required for living costs. France follows a similar public-university model, with tuition set nationally at a fraction of UK or US costs. The Netherlands charges more than Germany or France but still undercuts English-speaking destinations significantly, with a strong roster of English-taught programmes.
The trade-off students underestimate is language and paperwork, not cost — many of the best-value programmes still expect either a language certificate or a clearly documented case for an English-taught pathway, and residence-permit processes vary meaningfully by country.
